Beyond government and aided schools, Hong Kong has a category called DSS (Direct Subsidy Scheme) schools. More parents are considering them, but are they right for your child?
What Are DSS Schools?
DSS schools are semi-private schools. The government still subsidizes most of the costs, but schools can charge tuition and have greater autonomy in curriculum design, admissions criteria, and teaching methods.
Pros of DSS Schools
- Greater curriculum flexibility: DSS schools don't need to follow the EDB's curriculum guidelines as strictly
- Independent admissions: Schools can set their own admissions criteria
- Better facilities: Some DSS schools can offer better campus facilities thanks to tuition revenue
- More flexible scheduling: Some DSS schools have more flexible class schedules
Cons of DSS Schools
- Tuition fees: This is the biggest consideration. DSS school fees range from a few thousand to tens of thousands per year
- Intensive competition: Because schools select independently, competition may be fiercer than government/aided schools
- Diverse quality: Each DSS school has very different teaching philosophies — more research is needed
Do DSS Schools Join the EDB Allocation System?
It depends on the school. Some DSS schools participate in the EDB's central allocation, while others recruit entirely independently. Check with your preferred school.

- Your family can afford the tuition
- Your child is interested in a particular DSS school's special curriculum (sports, arts, international curriculum, etc.)
- You need more flexible class schedules
- You want a better chance of getting into a specific school
